Motorcycles, you always want to make the best decision with buying.
Not specifically for me, but in general. For any rider, willing to enter the world of two wheels. What order of purchasing bikes is best?
Which answer would you choose for your average rider?
1. Logical Progression being; 250, 600, Liter.
2. The Jump being; 600, Liter, Liter
3. The Jump 2 being; 250, Liter
4. The bad idea being Liter, Liter, Liter.

You always start on a 250. Preferably a dual sport/enduro/dirt bike.
Many of best riders in the world started on small dirt bikes. That's how you learn proper motorcycle control.

It really depends on the bike. 1000cc on a supersport is a lot different than on a cruiser. Due to the pic you posted, I'll assume sport bike. But engine configuration matters more than size sometimes.
250 - 650 (v twin or parallel twin or thumper) are good first bikes. Ride for at least 8k miles to get used to it.
600CC - 800CC (inline 4 super sport tuned or detuned 1000cc) are good second bikes. Or anything. You just need to get comfortable with the new bike.
Anything more than that is just preference. You make the jumps when you feel you're ready to. To be honest, most riders will never be able to progress to where a 600cc super sport on the track won't be enough.

Yeah, I could have made more clarification!
For the 250 class, I'd say are best for city commutes. Buell thumpers FTW!
It's probably all what you'd feel comfortable with.
